為配合國(guó)家整體外交，在周恩來(lái)總理的親自關(guān)懷下，北京第二外國(guó)語(yǔ)學(xué)院于1964年成立。1981年，順應(yīng)中國(guó)改革開(kāi)放發(fā)展需要，原國(guó)家對(duì)外經(jīng)貿(mào)部在北京第二外國(guó)語(yǔ)學(xué)院設(shè)立了全國(guó)第一個(gè)對(duì)外經(jīng)濟(jì)合作本科專業(yè)。自2003年起，緊密結(jié)合國(guó)家文化發(fā)展的國(guó)際戰(zhàn)略，北京第二外國(guó)語(yǔ)學(xué)院開(kāi)始了國(guó)際服務(wù)貿(mào)易與文化貿(mào)易的理論與實(shí)踐研究，于2006年設(shè)立“國(guó)際服務(wù)貿(mào)易與文化貿(mào)易研究中心”。在原國(guó)家文化部的支持和推動(dòng)下，于2010年與北京第二外國(guó)語(yǔ)學(xué)院共建“國(guó)家文化發(fā)展國(guó)際戰(zhàn)略研究院”（以下簡(jiǎn)稱“研究院”）。2014年3月，研究院團(tuán)隊(duì)研究成果直接推動(dòng)了國(guó)務(wù)院出臺(tái)《關(guān)于加快發(fā)展對(duì)外文化貿(mào)易的意見(jiàn)》（國(guó)發(fā)〔2014〕13號(hào)），同年7月，原文化部委托北京第二外國(guó)語(yǔ)學(xué)院牽頭組建“國(guó)家文化貿(mào)易學(xué)術(shù)研究平臺(tái)”，自此研究院充分發(fā)揮“學(xué)術(shù)外交”的獨(dú)特作用，成為國(guó)家對(duì)外文化貿(mào)易理論的探索者和構(gòu)建者、實(shí)踐的學(xué)術(shù)先行者、政府決策咨詢的建議者和推動(dòng)者、人才培養(yǎng)模式創(chuàng)新的領(lǐng)航者、文化遺產(chǎn)傳承與發(fā)展的護(hù)航者、產(chǎn)業(yè)貿(mào)易促進(jìn)的倡導(dǎo)者和服務(wù)者。2015年，北京第二外國(guó)語(yǔ)學(xué)院分別獲北京市社會(huì)科學(xué)規(guī)劃辦公室和北京市教委批準(zhǔn)，設(shè)立“首都國(guó)際服務(wù)貿(mào)易與文化貿(mào)易研究基地”和“對(duì)外文化貿(mào)易與文化交流協(xié)同創(chuàng)新中心”。2018年11月，學(xué)校為更好的服務(wù)北京國(guó)際交往中心功能建設(shè)，在國(guó)家文化發(fā)展國(guó)際戰(zhàn)略研究院基礎(chǔ)上成立首都國(guó)際交往中心研究院。2019年，中國(guó)國(guó)際貿(mào)易學(xué)會(huì)與北京第二外國(guó)語(yǔ)學(xué)院簽署戰(zhàn)略合作協(xié)議，共建中國(guó)服務(wù)貿(mào)易研究院。2022年，研究院直接參與并推動(dòng)商務(wù)部等27部門(mén)聯(lián)合印發(fā)《關(guān)于推進(jìn)對(duì)外文化貿(mào)易高質(zhì)量發(fā)展的意見(jiàn)》（商服貿(mào)發(fā)〔2022〕102號(hào)）。同年8月，中央宣傳部在北京第二外國(guó)語(yǔ)學(xué)院設(shè)立“對(duì)外文化交流（文化貿(mào)易）研究基地”。二十年來(lái)，研究院匯聚國(guó)內(nèi)34家高校和研究機(jī)構(gòu)，與22個(gè)國(guó)家的27家機(jī)構(gòu)建立起務(wù)實(shí)國(guó)際合作機(jī)制，形成跨學(xué)科、跨院校、跨區(qū)域、跨國(guó)界的研究團(tuán)隊(duì)，構(gòu)建起政產(chǎn)學(xué)研有效聯(lián)動(dòng)的學(xué)術(shù)服務(wù)綜合體，被譽(yù)為“具有工匠精神的學(xué)術(shù)機(jī)構(gòu)”。

目前，國(guó)家文化發(fā)展國(guó)際戰(zhàn)略研究院承擔(dān)中央宣傳部對(duì)外文化交流（文化貿(mào)易）研究基地秘書(shū)處、國(guó)家文化貿(mào)易學(xué)術(shù)研究平臺(tái)秘書(shū)處、首都國(guó)際服務(wù)貿(mào)易與文化貿(mào)易研究基地辦公室、對(duì)外文化貿(mào)易與文化交流協(xié)同創(chuàng)新中心秘書(shū)處工作以及中國(guó)國(guó)際貿(mào)易學(xué)會(huì)服務(wù)貿(mào)易專業(yè)委員會(huì)工作。

In order to cooperating with the general diplomacy of our country, Beijing International Studies University was established in 1964 under the personal care of Premier Zhou Enlai. In 1981, conforming with the needs of China's reform and opening policy, the former Ministry of Foreign Trade and Economic Cooperation established the nation's first undergraduate major in foreign economic cooperation at Beijing International Studies University. For the purpose of meeting international strategy of the national culture development, Beijing International Studies University has started the theoretical and practical research on international service trade and cultural trade since 2003. Under the support and promotion of the former Ministry of Culture, National Institute of Cultural Development was co-founded in 2010 by Beijing International Studies University. The institute fully exerts the unique role of academic diplomacy, and has become an explorer and architect of theory on cultural undertakings of China and international cooperation between China and foreign countries, an academic pioneer of research practice, an advisor and promoter of governments’ decisions’ consultation, a director of innovative cultivation of talents, an escort of the inheritance and development of cultural heritage and an advocate and provider of industrial trade promotion.In March 2014, the research results of the research team of the Institute directly promoted the State Council to issue the Opinions on Accelerating the Development of Foreign Cultural Trade (GF [2014] No. 13). In July of the same year, the former Ministry of Culture entrusted Beijing Second Foreign Language Institute to take the lead in establishing the "National Cultural Trade Academic Research Platform". Since then, the Institute has given full play to the unique role of "academic diplomacy" and become the explorer and builder of the country's foreign cultural trade theory The academic pioneer of practice, the advocator and facilitator of government decision-making consultation, the leader of talent training mode innovation, the escort of cultural heritage inheritance and development, the advocator and facilitator of industrial trade promotion. In 2015, Beijing Second Foreign Language Institute was approved by the Beijing Social Science Planning Office and the Beijing Municipal Education Commission to establish the "Capital International Service Trade and Cultural Trade Research Base" and the "Foreign Culture Trade and Cultural Exchange Collaborative Innovation Center". In November 2018, in order to better serve the functional construction of Beijing International Exchange Center, the University established the Capital International Exchange Center Research Institute on the basis of the National Institute of International Strategy for Cultural Development. In 2019, the China Institute of International Trade signed a strategic cooperation agreement with Beijing Second Foreign Language Institute to jointly build the China Institute of Trade in Services. In 2022, the Institute will directly participate in and promote 27 departments including the Ministry of Commerce to jointly issue the Opinions on Promoting the High Quality Development of Foreign Cultural Trade (SFTD [2022] No. 102). In August of the same year, the Propaganda Department of the Central Committee set up a "Research Base for Foreign Cultural Exchange (Cultural Trade)" in Beijing Second Foreign Language Institute. Over the past two decades, relying on the National Institute of Cultural Development and Beijing Institute for International Communication, the institute effectively integrated China Institute for Cultural Trade Research, Beijing Research Institute of Cultural Trade, Research Center for Non-governmental Diplomacy, Intellectual Property Research Center, International Research Center for Jingju Heritage and International Research Center for Public Signs and the International Language Environment Construction Research Center. On this basis, the institute gathered 34 domestic universities and research institutions and also established an international cooperative research mechanism to attract20 international cooperation institutions. It forms the synthesis of academic service that effectively links government, industry, university, institute and research which is known as the "academic institution with craftsman spirit". ? ? ? ? At present, the National Institute for Cultural Development International Strategy is responsible for the secretariat of the Research Base for Foreign Cultural Exchange (Cultural Trade) of the Central Propaganda Department, the secretariat of the National Cultural Trade Academic Research Platform, the Office of the Capital International Service Trade and Cultural Trade Research Base, the secretariat of the Collaborative Innovation Center for Foreign Cultural Trade and Cultural Exchange, and the work of the Professional Committee on Service Trade of the China International Trade Association.
